A: Yes, the palace can be used as a temporary aid while your puppy is alone and until he gains control over elimination. It works best to decide what the long term goal is and adjust your approach for that. If outdoor is the goal then you should pick him up before he has eliminated and carry him outdoors and take him outside before putting in the palace.
