Put an end to biting

Q: My 13 week old puppy is teething and biting every thing! How do I teach her not to bite me. She actually broke skin on my upper arm. I try to put chew toys in her mouth , but sometimes she comes at me fast. I don't want to yell at her but it can really hurt. Thank you
