Yelping puppy

Q: Hi we have had our puppy for almost a month for the past two evenings he is becoming lethargic and now even when we try to pick him up he yelps as if someone just stepped on him. We just took him to a local vet and his temperature is normal and she does not seem to be physically hurt as the vet ran her tests. Could the puppy just be restless? Or possibly low blood sugar. He is okay all throughout the day just the evenings his attitude has changed lately
